ART. 1 - ORGANIZATION

The present detailed regulations have been drawn up in accordance to the Codice Sportivo Internazionale [International Sports Code] (and any applicable appendices), the Regolamento Nazionale Sportivo [National Sports Regulations] (and any applicable Supplements), to Supplement 23 (Regolamento Nazionale Gare di Regolarità Auto Storiche [National Historical Events Regulations]) and other provisions by the CSAI which are to be followed  when not indicated in the articles below.

The Organiser declares that the event has all the necessary administrative authorisations.

ART. 4 - EVENT

A historical automobile regularity event for Historical Cars called : 81st  MILLE  MIGLIA  2008

The zones belonging to the event are  1 - 2- 3

The event will take place in THREE LEGS.

 

ART. 5 - ROUTE

The route will be 1,287.06 km total in length(12) and is described in the table of times and distances attached to the present supplementary regulations, of which it is an integral part, as well as in the Road Book. The table of times and distances also indicates how the timed trials will be held.

49 regularity stages, 8 time controls, 9 passage timed controls and 11 passage crontrols are foreseen.

Departure is from Brescia starting at 7:00 pm on Thursday 15 May 2008 and arrival in Brescia starting at 10:15 pm on Saturday 17 May 2008.

The event will take place on open roads with an average speed of no more than 50 Km/h.

 

ART. 6 – ADMITTED VEHICLES

Vehicles from the C , D and E periods will be admitted; subdivided in the following groups:
- 1st Group  vehicles belonging to Period C (built from 1927 to 1930)
- 2nd Group  vehicles belonging to Period D (built from 1931 to 1946)
- 3rd Group  vehicles belonging to Period E (built from 1947 to 1957)
For no reason are cars built after 1957 accepted, while some vehicles built before 1927 might be admitted if the models were part of the Mille Miglia up to 1930.
In order to be admitted, vehicles must have CSAI or FIA Fiches or a FIVA passport.  

Vehicles with trial plates will not be admitted.

Any projections that were not included in the original manufacturer model, and which have the finality of being used to cross the time lines, will in no way be permitted. It is also forbidden to place adhesives larger than 15 cm long and 2 cm wide on the inside or outside of the vehicles, in any case any adhesives cannot cover or overlay the number plate, organizer’s advertising or the event plate.

6.1 Coefficients
In order to compensate for the characteristics and the ability of the different vehicles in the event, keeping the period in which they were projected and built in mind, coefficients (see Coefficients attachment) will be applied.

 

ART. 7 – PARTICIPANTS AND DRIVERS

For each vehicle, a participant can register a team made up of one or two drivers, or a driver and a  co-driver. The competitors, drivers and co-drivers must hold a CSAI Competitor/Driver licence or regularity licence. Only those in possession of a valid driving licence can drive the vehicles during the event.

No co-drivers under the age of 18 will be admitted.

The foreign Competitors/Drivers and Co-drivers who do not have a sports licence can get one during the pre-event documents checks, after payment of the appropriate fee. Those interested must have a medical certificate which certifies their good health written in one of the following languages: Italian, French, English, German, Spanish, or Portuguese.

 

ART. 8 – ENTRIES

Entries must be sent by computer along with an entry fee of € (euro) 5.500,00  and will open and close on the days indicated in the programme.
 
375 vehicles will be admitted.
The Selection Committee will make its decisions taking into consideration how all the models which are elegible for participation in the Mille Miglia are represented, as well as the results of the coefficients applied. All decisions are final.

By signing the entry form, all participants and drivers promise to abide by the recognised sports jurisdiction as laid out in the Codice Sportivo Internazionale [International Sports Code] and in the present regulations.

 

ART. 9 – ADMINISTRATIVE AND TECHNICAL CHECKS BEFORE THE START

The competitors and drivers must come with their vehicles to the area and at the time written in the programme to proceed with the following:
-     control of all mandatory documents for the competitors/drivers and co-drivers (licence, driving licence, medical certificate, etc.)
-     control of the entered vehicles through the documents listed in Art. 6

 

ART. 10 - DEPARTURE

The  starting order will be established by the Organizing Committee.

The start will be given at 20 minute intervals, with stopped vehicle and motor on.

If the driver, at the starting line, is not ready to start, departure will be consented even through pushing (under the control of the officials) if it stays under the time limit of 15 seconds. If it goes over those 15 seconds, the driver may not be allowed to start, pending on the decision of the  Clerk of the Course. Within those 15 seconds the starting place must be vacated in any way possible.
The competing cars will be preceded by a zero car.

 

ART. 11 – RUNNING OF THE EVENT

The event will be run according to the current sports standards.
In particular
- the official theoretical times that the drivers must respect will be those exclusively indicated in the schedule.
- the use, on behalf of the drivers, of timing devices will not be restricted
- the official time for the show will be that of the DCF77 station in Frankfurt (European time). Synchronisation of the drivers’ timing devices can be made only on the clock at the leg starting line, but without being connected to it.
- the parc fermé rules will be used only in the check points, in the area between the signs signalling the beginning and end of the sectors.

 

ART. 12 – REGROUPINGS (16)

There will be no regroupings.

 

ART. 13 – TIME LIMIT

A team will be considered outside the time limit if it passes a time control (CO) either at the beginning of a  regularity stage (PC) or at a passage  timed control (CT) or at a  passage control (VT) with more than 60 minutes delay compared to the theoretical transit time of the competitor with the highest show number.

ART. 14 – DRIVER OBLIGATIONS

During the whole event, the drivers must scrupulously respect the norms of the Italian Road Rules[Codice della Strada Italiano] and the rules imposed by the Clerk of the Course  and by the Officials. They must be careful and attentive drivers.

In the control areas, which are indicated by sign at the beginning and at the end, they must not stop the vehicle (except where the checks foresee stopping in front of an Official), back up, turn around, open the doors and block in any which way the other teams.
Drivers and navigators must behave carefully for their own safety as well as that of the officials and especially the spectators.

Leaning out of a moving vehicle is prohibited.

In case of road blocks or other uncontrollable problems that happen before departure, the route may be modified or some tracts will be annulled where any speed could be dangerous.

Remember that each competitor is responsible for the behaviour of any assisting or following vehicles. These vehicles must absolutely follow the directions and instructions given by the  Officials and must follow their specified route in those areas where it is foreseen.
Disobedience of these instructions and rules will be punishable by penalties regarding the relevant competitor and may result in exclusion from the event, on the discretion of the Panel of the Stewards of the Meeting.

The Judges of Fact will watch the behaviour of the competitors, their assistants and of their following vehicles and will signal any disobedience to the Clerk of the Course, without, however, making autonomous decisions.

 

ART.  15     - PENALTIES AND OTHER DISCIPLINARY MEASURES  

15.1 – Time Controls

  • For each early minute or fraction:                          100 penalties (max. 300)
  • For each late minute or fraction:                          100 penalties (max. 300)
  • For each delay outside the time limit:               12,000 negative penalty points

15.2 – Regularity Stages

  • For each early or late 1/100 of a second:         1 penalty (max. 300)

15.3 -  Hidden Transit Checks

  • Up to 20 minutes early:            320 penalties
  • More than 20 minutes early:            12,000 negative penalty points

15.4 - Time Card

  • Alteration, changes or corrections not corroborated

       by the Officials:                                   exclusion

  • Forgotten notation of a time control:                          12,000 negative penalty points
  • Missing control stamp (passage control):                        12,000 negative penalty points
  • No restitution of the time card upon arrival:                          exclusion

15.6 – Other Penalties

  • Refusing to start in the order and time decided:         100 penalties
  • Stopping the car in control areas (stopped car):              100 penalties
  • Unauthorised access of the team in a control area

      (except under other punishment):        300 penalties

  • Not transiting through or noting the time

in any control area (CO- PC):       12,000 negative penalty points

    • Unauthorised stopping in a control area:             exclusion
    • Blocking the passage and/or damage to other teams:                          exclusion
  • Unsportsmanship behaviour:                     from admonition to exclusion
  • Passing a control in the wrong or different direction:                      exclusion
  • Breaking the Traffic Rules of the Italian Highway Code:                  up to exclusion
  • Irregular documents when checked:                       no admission
  • Not respecting the verification times:                           up to no admission
  • Over 10 minute delay at start:                            no admission
  • Allowing the vehicle to be driven by person other

      than the driver or co-driver:                    exclusion

  • Missing number or show plate:                                     fine
  • Missing two or all numbers:                      exclusion
  • Not communicating withdrawal to the Show Management:                                  fine
  • Not observing the rules related to the

Synchronisation of chronometers:                                exclusion

  • Dangerous behaviour of a driver or co-driver,

or of an assisting or following vehicle:                         up to exclusion

  • Leaning out of a moving vehicle:                         up to exclusion
  • Disobeying orders of officials                         up to exclusion

Penalties will be transformed into “points” based on the attached “points chart”.

 

ART. 16 - ARRIVAL

The time control of the arrival will be in Montichiari, in the area of Centro Fiera del Garda and will open at 9:00 pm on Saturday 17 May 2008.
Once the competitors have passed the time control, they must continue to the finishing line in Brescia in Viale Venezia.

 

ART. 17 – RESULTS

The results will be established  based on the points earned by each participant (calculated with the “point chart” and the coefficient assigned to each vehicle).
The team with the most points wins.

The following results will be written up:
a) general;
b) groups;
c) special: c1) class;   c2) female.

Results will be posted as described in the programme.

 

ART. 18 - AWARDS

The event will have the following awards
- for the top 15 of the general classification, both members of the team will be awarded;
- for the top 3 of the group classification;
- for first place  of each special classification.

 

ART. 19 – PROTESTS AND APPEALS

Protests and appeals have to be presented with the terms and methods established in the Regolamento Nazionale Sportivo.
For each protest there is a deposit of Euro 350,00. For each appeal, the deposit is Euro 3.000,00.

 

ART. 20  - GENERAL RULES

By entering the event, each competitor declares that he/she, the driver(s), co-driver, people on the assisting and following vehicles, dependants and agents will :

  • Recognise and accept the rules of the  Regolamento Nazionale Sportivo (and its Supplements) and of the present Supplementary  regulations, promising to respect them and to enforce their respect;
  • Promise to resolve any controversy resulting from the Organisation, or execution of the event, through mechanisms and methods for the solution offered by the CSAI, waiving the use of any authorities which are not sports authorities in order to respect the rights and interests of the drivers, co-drivers, dependents and agents;
  • Consider the Automobile Club d’Italia, the CSAI, the Organizer and all the people involved in the organization, the Automobile Clubs interested in the event, the Officials and the owners of the routes where it takes place exempt from any responsibility regarding any damages which may happen to the competitors, drivers, co-drivers, dependants and agents or things, or products or caused by third parties or by the selfsame participant on the participant, drivers, co-drivers, dependents and agents.

 

ART. 21 - APPENDICES

The following appendices form an integral part of the present supplementary regulations:
- table of times and distances;
- route map;
- coefficient table;
- point chart.

 

ART. 22 - ADVERTISING

No publicity except that imposed by the organizer may be affixed to the vehicles.
The names of the crew members may be written on each side of the vehicle covering no more that 400 cm2.
A Club symbol, with no (in whole or in part) advertising means may appear on either side taking up no more than  10 x 10 cm surface or equivalent per side.  

Original livery is tolerated as far as identifying symbols are concerned, although this is publicity, these must however be limited to their original uses and be used only on the specified vehicle identified by its chassis number.
