Brescia therefore remained without any main cultural event, with the exception of the Garda Circuit, disputed from 1921 to 1927 (which was then suspended to favor the Mille Miglia) until it was again disputed in two cycles, after the war.
Even though it became a top level event, the Garda Circuit did not assure itself the splendors from previous Brescian events, thereby not fully satisfying Castagneto, who organized it, nor Maggi, who won it in both 1925 and 1926.
The truth is that the entire racing world suffered in those years of severe crisis.
The Grand Prix and their formulas suffered the most because they didn't summon the interest of automobile manufacturers. In particular, Italian manufacturers removed themselves from the races, after the decision was made to reduce the number of cylinders on all Grand Prix cars to 1.500 cm3 from 2.000 cm3. At the start of the 1926 Gran Prix, in Monza, only five cars squared off; worse yet, at the French Gran Prix, there were only three participants.
Among the few races that managed to keep the interest alive (as well as the manufacturers), was the "24-hour Le Mans", disputed for the first time in 1923 on a roadway with a racing formula implemented for sports cars. In Italy, with the situation of the streets unvaried since the end of the war, it was a complete disaster. In fact, Enzo Ferrari claimed one must «follow the curve within a curve», indicating the need to change trajectory continuously to avoid the numerous potholes.
Aymo Maggi urged on his friends, affirming «... our Manufacturers are no longer racing; if we want to continue in this sport we must purchase foreign cars (...) we have the impression that no one will be interested in car racing».
The racing community was suffering from depression; Canestrini wrote: «We debated finding a solution to the automobile crisis; there was very little to be happy about. Something had to be done for the sport, and especially for sports in Italy».
Maggi underlined the need to «create something completely new and sensational to shake the automobile world from its lethargy, remembering our sports traditions».
